In the vibrant city of Techville, a new debate has taken center stage: The ethics of artificial intelligence, particularly in the realm of driverless cars.

Picture this: A bustling intersection, a driverless car, and a family of ducks waddling across the road. It’s a dilemma straight out of Punch and Judy.

Punch, the ever-optimistic puppet, argues: “Driverless cars, my dear Judy, are the future! They’ll make our roads safer, reduce traffic jams and maybe even find a parking spot downtown on a Friday night. What’s not to love?”

Ah, but Judy, ever the skeptic, counters: “But Punch, what happens when the car faces the classic ethical dilemma? Does it swerve to avoid hitting a group of pedestrians, potentially endangering its passenger, or does it stay the course and risk harming the pedestrians?”

But behind the whimsy lies a serious conundrum. Should our autonomous vehicles prioritize the safety of their passengers above all else, even if it means squashing innocent ducklings? Or should they take a more democratic approach, where the needs of the many, or in this case the many webbed feet, outweigh the needs of the few?

In Techville, opinions vary.

“I bought my driverless car to protect me,” argues Mr. Pennyworth, an avid collector of vintage gadgets and frequent patron of the city’s hipster coffee shops. “If it’s not going to prioritize my safety, then what’s the point?”

But not everyone is on Team Pennyworth.

“We can’t just trample over the little guys,” protests Ms. Haversham, a self-proclaimed environmentalist and founder of the Techville Birdwatchers Society. “If our driverless cars start mowing down wildlife left and right, we might as well go back to riding bicycles.”

Meanwhile, the city’s residents continue to grapple with more practical concerns.

Next time you find yourself behind the wheel of a self-driving car, just remember to keep your eyes on the road — and your heart in the right place.

“I don’t care if my driverless car runs on organic kale smoothies or solar power,” declares Ms. Rodriguez, a wellness influencer with a penchant for Instagram-worthy yoga poses. “As long as it gets me to my juice cleanse appointments on time, I’m golden.”

As the debate rages on, one thing becomes abundantly clear: The future of transportation in Techville is anything but predictable.

Will our driverless cars become beacons of ethical virtue, cruising the streets with the grace of a ballerina in a tutu? Or will they succumb to the same moral pitfalls as their human counterparts, engaging in petty road rage and aggressive honking?

Enter the philosophical musings of Immanuel Kant, who once said: “Act only according to that maxim whereby you can at the same time will that it should become a universal law.”

In other words, if you wouldn’t want everyone else doing the same thing in the same situation, maybe it’s not such a great idea. Apply this to driverless cars and suddenly Punch and Judy are in a full-blown moral quandary.

Only time will tell. But one thing is for certain: The ethical implications of artificial intelligence are never far from our minds. So, the next time you find yourself behind the wheel of a self-driving car, just remember to keep your eyes on the road — and your heart in the right place.

But fear not, dear citizens of Techville, for amid the chaos and confusion, there is hope. Engineers and ethicists are working tirelessly to program AI with a moral compass, teaching it to navigate the murky waters of right and wrong.

In conclusion, let us heed the words of that wise old philosopher Plato, who famously said: “We can easily forgive a child who is afraid of the dark; the real tragedy of life is when men are afraid of the light.”

Let us not be afraid to shine a light on the ethical implications of artificial intelligence, for only then can we truly navigate the path to a brighter future — one where Punch and Judy can finally set aside their differences.

ISLAMABAD: Privatization Minister Abdul Aleem Khan has said that the center would welcome bids from Pakistan’s Punjab and Khyber Pakhtunkhwa (KP) and other provinces for the national flag carrier, stressing that the Pakistan International Airlines (PIA) was a “national asset” which his government would not sell for trinkets. 

Khan’s statement comes after the government kickstarted the loss-making PIA’s privatization process on Thursday, holding a televised auction in which it received the sole bid of Rs10 billion ($36 million) from Blue World City, a real estate development firm. The bid fell far short of the minimum price of Rs85 billion ($305 million) set by the government. The KP government formally offered to exceed the bid on Friday, saying the airline should remain under government control to preserve its status. 

Former prime minister Nawaz Sharif, chief of the ruling Pakistan Muslim League-Nawaz (PML-N) party and father of Punjab Chief Minister Maryam Nawaz, said last week that the Punjab government was mulling acquiring the PIA and renaming it “Air Punjab.”

Speaking to reporters on Sunday, Khan said it was not his job as privatization minister to reform the national flag carrier rather it was his job to sell the airline in “whatever condition it is in.”

“It is a very good development that if the KP, Punjab, Sindh or Balochistan governments want to acquire it [PIA] together, why would we object,” Khan asked. “We would be very happy if all of you acquire it and bring in a very professional management.”

Khan defended the PIA’s privatization process, saying that his government will ensure the process is conducted in a very efficient manner. 

“PIA is our national asset, I cannot sell it for trinkets,” he said. “I can sell any personal belonging of mine even for free [but not a national asset].”

Separately, Sindh Governor Kamran Tessori said Karachi’s traders are interested in acquiring the national airline. 

“Karachi’s businesspersons are constantly contacting me to talk about the airline’s matters,” Tessori wrote on social media platform X on Monday. “Karachi’s businesspersons want the PIA to be given to them for a year and they are also interested in starting a new airline,” he added. 

The Sindh governor said he had advised Karachi’s businesspersons to name any new airline they would manage as “PK” in which P would stand for Pakistan and K for Karachi. 

“If Karachi Air is started, it would provide additional opportunities for jobs,” Tessori said. “I want to become the voice of the traders and give this country and its people jobs and prosperity.”

Pakistan decided to move ahead with PIA’s privatization under terms agreed with the International Monetary Fund (IMF) for a 37-month, $7 billion bailout approved in September, aiming to divest over 51 percent of its stake in the financially struggling national carrier.

Critics, including PIA union representatives and independent analysts, last week called the $36 million bid an “embarrassment” for the government, with airline employees suggesting Pakistani authorities should expand PIA’s fleet to restore its operational viability.

A popular airline during its heydays in the ‘60s and ‘70s, PIA has grappled with financial losses, mismanagement, and operational challenges in recent years. It has also been burdened by a high debt load, inefficiencies, and corruption allegations, resulting in an overall decline in its financial performance.

The disposal of the flag carrier is a step that past elected governments have steered away from as it is expected to be unpopular with the masses.

ISLAMABAD: The government in Pakistan’s eastern Punjab province has banned the entry of heavy transport vehicles (HTVs) in Lahore on Fridays and Sundays in its efforts to contain air pollution that has enveloped the megacity, putting the health of millions of people at risk. 

For days, Lahore, a city of 14 million people, has been enveloped by dense smog, a mix of fog and pollutants caused by low-grade diesel fumes, smoke from seasonal stubble burning and winter cooling. The air quality index, which measures a range of pollutants, exceeded 1,000 on Saturday and Sunday, well above the level of 300 that is considered “dangerous” for human health, according to data from IQAir, a Swiss air quality monitor.

In its efforts to protect people from the harmful effects of smog, the Punjab government announced on Sunday it was shutting primary schools in Lahore for a week. Last month, authorities banned schoolchildren from outdoor exercise until January and adjusted school hours to prevent children from traveling when the pollution is most punishing. The provincial environmental protection agency announced new restrictions in four “hot spots” in the city while rickshaws equipped with polluting two-stroke engines are banned, as are restaurants that barbecue without filters.

Government offices and private companies will have half their staff work from home starting Monday. Other safety measures mean that construction work has been halted and street and food vendors, who often cook over open fires, must close at 8 pm.

A notification by Punjab’s Environmental Protection Agency on Sunday said a thorough analysis of the air quality deterioration in Lahore has concluded that vehicular emission is the “major source of air pollution” in the city. It added that the volume of traffic increases vehemently on Friday and Sunday evenings and nights. 

“NOW, THEREFORE, I, Dr. Imran Hamid Sheikh (PAS), Director General, Environmental Protection Agency, Punjab in exercise of the powers conferred upon me u/s 6(1) (t) of the Punjab Environmental Protection Act, 1997, do hereby order that there shall be complete ban on the entry of Heavy Transport Vehicles (HTVs) in District Lahore on Friday and Sunday nights,” the notification said. 

“The HTVs may enter in District Lahore as per their already specified timings in other.”

The notification said that the ban will come into effect from Nov. 8 and will stay in place till Jan. 31, 2025. It further said that passenger buses, ambulances, fire brigades, Rescue 1122 vehicles, police and prison vehicles, government vehicles and HTVs carrying fuel, medicines and food supply items will be exempt from the ban. 

PUNJAB CALLS FOR PRECAUTIONS

Provincial Punjab Minister Marriyum Aurangzeb on Sunday called on people to wear masks and not venture out unnecessarily to keep themselves safe from the pollution. She said the provincial government had established smog counters at hospitals. 

“Public should strictly follow precautionary measures, the elderly, the sick and children should be especially careful,” Aurangzeb said. 

She warned farmers against burning crop residues.

“Arrests and fines for violations will continue,” she added. 

Breathing the toxic air has catastrophic health consequences, with the World Health Organization saying strokes, heart disease, lung cancer and respiratory diseases can be triggered by prolonged exposure.

On Saturday, the concentration of deadly PM2.5 pollutants — fine particulate matter in the air that causes most damage to health — was more than 40 times the level deemed acceptable by the WHO. PM2.5 levels on Sunday morning exceeded that before decreasing slightly.

Children are particularly vulnerable because they have less developed lungs and breathe more rapidly, taking in more air relative to their size than adults.

East Flores: A volcano in eastern Indonesia erupted overnight killing at least six people as it spewed fireballs and ash on surrounding villages, officials said Monday, as they raised its alert status to the highest level.
Mount Lewotobi Laki-Laki, a 1,703-meter (5,587-feet) twin volcano located on the popular tourist island of Flores, first erupted shortly before midnight, forcing authorities to evacuate several villages.
“Six fatalities have been confirmed,” Abdul Muhari, spokesman of the country’s disaster mitigation agency (BNPB), told Kompas TV.
Footage received by AFP showed villages near the volcano covered by thick ash, with some areas on fire.
An AFP journalist near the volcano said five villages evacuated, affecting thousands of residents.
Some wooden houses caught fire, and the ground was pockmarked with holes caused by flying molten rocks.
The crater erupted just before midnight and then again at 1:27 am (1727 GMT Sunday) and 2:48 am, the country’s volcanology agency said.
It raised the alert level to the highest and told locals and tourists not to carry out activities within a seven-kilometer (4.3-mile) radius of the crater.
“There has been a significant increase in volcanic activity on Mount Lewotobi Laki-laki,” it said in a press release Monday.
It released images that showed the roofs of houses collapsed after they were hit by volcanic rocks, and locals sheltering in communal buildings.
The volcanology agency warned there was a potential for rain-induced lava floods and told locals to wear masks to avoid the effects of volcanic ash.
There were a series of eruptions at the volcano last week, the biggest on Thursday, sending a column of ash 2,000 meters (6,500 feet) into the sky.
The mountain had several major eruptions in January, prompting authorities at the time to raise the alert status to the highest level and evacuate at least 2,000 residents.
Indonesia, a vast archipelago nation, experiences frequent eruptions due to its position on the Pacific “Ring of Fire,” an area of intense volcanic and seismic activity.
In December last year, an eruption at one of the country’s most active volcanoes, Mount Marapi in West Sumatra, killed at least 24 climbers, most of them university students.
And in May, more than 60 people died after heavy rains washed volcanic material from Marapi into residential areas, sweeping away homes.
That month Mount Ruang in North Sulawesi province erupted more than half a dozen times, forcing thousands of residents of nearby islands to evacuate.

MELBOURNE: Buckaroo and Vauban head into Tuesday’s Melbourne Cup as joint favorites in Australia’s “race that stops a nation,” where there will be a record four women jockeys.

First run in 1861, the punishing 3,200-meter (two-mile) handicap at Flemington is regarded as the ultimate test of stamina and staying power.

With Aus$8 million ($5.25 million) at stake, the winner of the 24-strong field will bank Aus$4.4 million and instantly become a household name in Australia, where the race is a cultural institution.

Carrying 54.5kg, the Chris Waller-trained Buckaroo finished second at the Caulfield Cup over 2,400 meters this year, on the back of two wins earlier in the season.

Drawn out wide in barrier 21, the six-year-old gelding has again been entrusted to Brazilian Joao Moreira — twice a runner-up — with its odds shortening after red-hot favorite Via Sistina was axed last week.

Also trained by Waller, Via Sistina stormed to victory by eight lengths in the Cox Plate at Moonee Valley last month, propelling the mare through the rankings.

But owner Yulong Investments has opted to rest her.

“Buckaroo is the form horse,” said Waller, who trained 2021 Melbourne Cup winner Verry Elleegant and has four starters in Tuesday’s race.

“He has come through his Caulfield Cup run really well.”

Another highly rated contender, Irish import Jan Brueghel, was scratched after failing a vet inspection, reportedly due to weakness in a lower leg.

The four-year-old had won all four career starts since arriving in Australia a month ago and miffed trainer Aidan O’Brien blasted the decision as “ridiculous.”

With those two out, top-weight Vauban (55.5kg) firmed as joint favorite after drawing barrier 11 and with top English jockey William Buick on the reins.

Foaled in France but Irish trained, Vauban jetted into Australia last year as a hot tip to win but failed to deliver, finishing 14th and struggling in the heat.

Trainer Willie Mullins is nevertheless confident after the seven-year-old’s second place at the Irish St. Leger in September behind superstar stayer Kyprios.

“As we know, you just don’t arrive and pick up the prize,” Mullins told reporters.

“Last year a lot of people had us marked down for that, but I think our horses’ preparations this year have been good.

“Vauban’s form has been very good all season and he brings great depth of form into the race.”

Ace jockey Mark Zahra has ridden the last two Melbourne Cup winners — Without a Fight and Gold Trip— and will again be in the hunt, this time on five-year-old stallion Circle of Fire, currently third favorite.

But he has his work cut out after drawing the widest barrier possible at 24.

“Twenty-four is ordinary... but Mark’s flying so it won’t matter,” said trainer Ciaron Maher.

Kerrin McEvoy is looking for a fourth win, steering Absurde, another from the Mullins stable.

Four women jockeys are in the race, more than ever before.

Jamie Kah will saddle up Okita Soushi alongside Rachel King (The Map), Winona Costin (Positivity) and British star Hollie Doyle (Sea King).

Michelle Payne is the only woman rider to win the Melbourne Cup after she steered Prince of Penzance to victory in 2015.

VALENCIA, Spain: In a matter of minutes, flash floods caused by heavy downpours in eastern Spain swept away almost everything in their path. With no time to react, people were trapped in vehicles, homes and businesses. Many died and thousands of livelihoods were shattered.
Five days later, authorities have recovered 217 bodies — with 213 of them in the eastern Valencia region. They continued to search on Sunday for an unknown number of missing people with the help of some 5,000 fresh soldiers who arrived over the weekend.
An enraged crowd in hard-hit Paiporta hurled mud and other objects at Spain’s royals, Prime Minister Pedro Sánchez and regional officials when the leaders made their first visit to the epicenter of the flood damage on Sunday.

Thousands of volunteers were helping to clear away the thick layers of mud and debris that still covered houses, streets and roads, all while facing drinking water cuts and shortages of some basic goods. Inside some of the vehicles that the water washed away or trapped in underground garages, there were still bodies waiting to be identified.
Here are a few things to know about Spain’s deadliest storm in living memory:
What happened?
The storms concentrated over the Magro and Turia river basins and, in the Poyo riverbed, produced walls of water that overflowed riverbanks, catching people unaware as they went on with their daily lives on Tuesday evening and early Wednesday.
In the blink of an eye, the muddy water covered roads and railways, and entered houses and businesses in towns and villages on the southern outskirts of Valencia city. Drivers had to take shelter on car roofs, while residents took refuge on higher ground.

Spain’s national weather service said that in the hard-hit locality of Chiva, it rained more in eight hours than it had in the preceding 20 months, calling the deluge “extraordinary.” Other areas on the southern outskirts of Valencia city didn’t get rain before they were wiped out by the wall of water that overflowed the drainage canals.
When authorities sent alerts to mobile phones warning of the seriousness of the flooding and asking people to stay at home, many were already on the road, working or covered in water in low-lying areas or underground garages, which became death traps.
Why did these massive flash floods happen?
Scientists trying to explain what happened see two likely connections to human-caused climate change. One is that warmer air holds and then dumps more rain. The other is possible changes in the jet stream — the river of air above land that moves weather systems across the globe — that spawn extreme weather.
Climate scientists and meteorologists said the immediate cause of the flooding is called a cut-off lower-pressure storm system that migrated from an unusually wavy and stalled jet stream. That system simply parked over the region and poured rain. This happens often enough that in Spain they call them DANAs, the Spanish acronym for the system, meteorologists said.
And then there is the unusually high temperature of the Mediterranean Sea. It had its warmest surface temperature on record in mid-August, at 28.47 degrees Celsius (83.25 degrees Fahrenheit), said Carola Koenig of the Center for Flood Risk and Resilience at Brunel University of London.
The extreme weather event came after Spain battled with prolonged droughts in 2022 and 2023. Experts say that drought and flood cycles are increasing with climate change.
 

Has this happened before?
Spain’s Mediterranean coast is used to autumn storms that can cause flooding, but this episode was the most powerful flash flood event in recent memory.
Older people in Paiporta, at the epicenter of the tragedy, say Tuesday’s floods were three times as bad as those in 1957, which caused at least 81 deaths. That episode led to the diversion of the Turia watercourse, which meant that a large part of the town was spared of these floods.
Valencia suffered two other major DANAs in the 1980s, one in 1982 with around 30 deaths, and another one five years later that broke rainfall records.
The flash floods also surpassed the flood that swept away a campsite along the Gallego river in Biescas, in the northeast, killing 87 people, in August 1996.
What has the state response been?
Management of the crisis, classified as level two on a scale of three by the Valencian government, is in the hands of the regional authorities, who can ask the central government for help in mobilizing resources.
At the request of Valencia’s regional president, Carlos Mazón, Sánchez announced Saturday the deployment of 5,000 more soldiers who will join rescue efforts, clear debris and provide water and food. The new soldiers will join the 2,500 others involved in the emergency work.

The government has also pledged to send 5,000 more Civil Guard gendarmes and National Police officers to the region, nearly doubling the 4.500 already there.
When many of those affected said they felt abandoned by the authorities, a wave of volunteers arrived to help. Carrying brooms, shovels, water and basic foods, hundreds of people walked several kilometers to deliver supplies and help clean up the worst-affected areas.
Sánchez’s government is expected to approve a disaster declaration on Tuesday that will allow quick access to financial aid. Mazón has announced additional economic assistance.
The Valencia regional government was criticized for not sending out flood warnings to cellphones until 8 p.m. on Tuesday, when the flooding had already started in some places and well after the national weather agency issued a red alert indicating heavy rains.
