The Electricity and Co-generation Regulatory Authority (ECRA) announced that the billing system will be linked to the renter’s bank account. The governor of ECRA also announced that this is going to be in effect by September 2013. So, soon, no one will ask: Who pays the electricity bill?
For some landlords, this is a gift of a lifetime. But for some renters, this is a real nightmare, especially for those who enjoy leaving properties without paying the electricity bill for July and August.
The system seems to be good for both sides, the (good) renter and the (good) property owner. But the conflict comes when it is time to deal with group renting. Some houses are rented by more than one family. So, the question here is: Is this allowed? If yes: Who should be billed? Another conflict may also share the scene: Should every expat renter have a bank account? What if he is paid in cash and does not have a bank account?
The step is promising; it is just that some enlightenment, concerning some details, needs to be shared.
