TUNIS: Tunisia’s parliament was set to vote on a major amendment to the electoral law on Friday, nine days before a presidential election that opposition groups fear will cement President Kais Saied’s authoritarian rule. The bill strips the Administrative Court of its authority to adjudicate electoral disputes. It is likely to pass in an assembly elected in 2022 on an 11 percent turnout after Saied dissolved the previous one and prompted an opposition boycott.
Political opposition and civil society groups called for protests against the bill near parliament.
The Administrative Court is widely seen as the last independent judicial body, after Saied dissolved the Supreme Judicial Council and dismissed dozens of judges in 2022. The court this month ordered the electoral commission to reinstate disqualified presidential candidates, saying the legitimacy of the Oct. 6 election was in question. But the commission defied the court and has allowed only two candidates to run against Saied.
Lawmakers said they had proposed the bill because they believed the Administrative Court was no longer neutral and could annul the election and plunge Tunisia into chaos and a constitutional vacuum.
Critics argue that Saied is using the electoral commission and the judiciary to secure victory by stifling competition and intimidating rivals. He for his part says he is fighting traitors, mercenaries and corruption.
Saied was democratically elected in 2019, but then tightened his grip on power and began ruling by decree in 2021 in a move the opposition has described as a coup. Presidential candidate Ayachi Zammel was sentenced last week to 20 months in prison on charges of falsifying popular endorsements, and to a further six months on Wednesday on charges of falsifying documents.
Abir Moussi, leader of the Free Constitutional Party, has been imprisoned since last year on charges of harming public security. Another prominent politician, Lotfi Mraihi, was jailed this year on charges of vote-buying in 2019.
Both had said they would run in October, but were prevented from submitting their applications from jail.
Another court jailed four other potential candidates in August and gave them lifetime bans from running for office.

KYIV: Russia launched a New Year’s Day drone strike on the Ukrainian capital Kyiv early on Wednesday, killing two people, wounding at least six others and damaging buildings in two districts, authorities said.
Explosions boomed across the morning sky as Ukraine’s air force warned of incoming drones and Mayor Vitali Klitschko said air defenses were repelling an enemy attack.
Two floors of a residential building in central Kyiv were partially destroyed in the strike, according to the State Emergency Service. Two people were killed, it said.
Photos posted by the agency showed firefighters dousing a gutted corner of a building and rescuers helping elderly victims.
The National Bank of Ukraine said in a statement that one of its buildings nearby had been damaged by debris from a downed drone. Debris also damaged a non-residential building in a different neighborhood, authorities said.
“Even on New Year’s Eve, Russia was only concerned about how to hurt Ukraine,” President Volodymyr Zelensky said on social media in response to the strike.
Kyiv’s military said it had shot down 63 out of 111 drones launched by Russia overnight across various regions of Ukraine. Another 46 had been downed by electronic jamming, it added.
Russia has carried out regular air strikes on Ukrainian towns and cities far behind the front line of its nearly three-year-old invasion, in which its troops are claiming village after village in a grinding march across eastern Ukraine.
On Tuesday, Moscow’s forces fired 21 missiles at Kyiv and the northern Sumy region during an overnight strike, damaging buildings and infrastructure in the city of Shostka.
Separately on Wednesday, a 23-year-old volunteer worker was killed by Russian shelling in the southern front-line city of Kherson, city officials said.
The governor of Kherson region, Oleksandr Prokudin, later said that a resident of a town northeast of the city died in hospital of injuries suffered during a drone attack.

LONDON: Arsenal is back into second place in the Premier League and in no rush to add players in the transfer window.
Mikel Arteta’s team beat Brentford 3-1 on Wednesday to leapfrog Nottingham Forest and close the gap on league leader Liverpool to six points.
“If there’s an opportunity, we’ll look at it,” Arteta said of the January window. “I really like my players. I really value what we have, because it’s a lot of quality and a lot of commitment from all of them.”
That includes 17-year-old Ethan Nwaneri, who got his first Premier League start in place of the injured Bukayo Saka. The teenager was involved in second-half goals by Mikel Merino and Gabriel Martinelli.
Bryan Mbeumo put the home team ahead in the 13th minute at Gtech Community Stadium, but Gabriel Jesus made it 1-1 just before the half-hour mark — his sixth goal in the past four games.
Merino scored in the 50th minute and Martinelli added a third three minutes later.
It was Arsenal’s second straight win without Saka, who is likely to be sidelined until at least March. The England winger tore his right hamstring in a 5-1 win over Crystal Palace on Dec. 21.
Arsenal extended its unbeaten streak to 12 games in all competitions.
Liverpool has a game in hand on the Gunners, who play at Brighton on Saturday. Liverpool hosts Manchester United on Sunday.

DOUMA, Syria: A few dozen protesters gathered in the Syrian city of Douma on Wednesday demanding answers about the fate of four prominent activists abducted more than a decade ago.
Holding up photographs of the missing activists, the demonstrators called on Syria’s new rulers — the Islamist-led rebels who seized power last month — to investigate what happened to them.
“We are here because we want to know the whole truth about two women and two men who were disappeared from this place 11 years and 22 days ago,” said activist Yassin Al-Hajj Saleh, whose wife Samira Khalil was among those abducted.
In December 2013, Khalil, Razan Zeitouneh, Wael Hamada and Nazem Al-Hammadi were kidnapped by unidentified gunmen from the office of a human rights group they ran together in the then rebel-held city outside Damascus.
The four played an active role in the 2011 uprising against Bashar Assad’s rule and also documented violations, including by the Islamist rebel group Jaish Al-Islam that controlled the Douma area in the early stages of the ensuing civil war.
No group has claimed the four activists’ abduction and they have not been heard from since.
Many in Douma blame Jaish Al-Islam but the rebel group has denied involvement.
“We have enough evidence to incriminate Jaish Al-Islam, and we have the names of suspects we would like to see investigated,” Hajj Saleh said.
He said he wanted “the perpetrators to be tried by the Syrian courts.”
The fate of tens of thousands of people who disappeared under the Assads’ rule is a key question for Syria’s interim rulers after more than 13 years of devastating civil war that saw upwards of half a million people killed.
“We are here because we want the truth. The truth about their fate and justice for them, so that we may heal our wounds,” said Alaa Al-Merhi, 33, Khalil’s niece.
Khalil was a renowned activist hailing from the Assads’ Alawite minority who was jailed from 1987 to 1991 for opposing their iron-fisted rule.
Her husband is also a renowned human rights activist who was detained in 1980 and forced to live abroad for years.
“We as a family seek justice, to know their fate and to hold those resposible accountable for their actions,” she added.
Zeitouneh was among the 2011 winners of the European parliament’s human rights prize, A lawyer, she had received threats from both the government and the rebels before she went missing. Her husband Hamada was abducted with her.
Protesting was unthinkable just a month ago in Douma, a former rebel stronghold that paid a heavy price for rising up against the Assads.
Douma is located in Eastern Ghouta, an area controlled by rebel and jihadist factions for around six years until government forces retook it in 2018 after a long and bloody siege.
The siege of Eastern Ghouta culminated in a devastating offensive by the army that saw at least 1,700 civilians killed before a deal was struck that saw fighters and civilians evacuated to northern Syria.
Douma still bears the scars of the civil war, with many bombed out buildings.
During the conflict, all sides were accused of abducting and summarily executing opponents.

LAS VEGAS: One person died and seven others were injured Wednesday when a Tesla Cybertruck that appeared to be carrying fireworks caught fire and exploded outside President-elect Donald Trump’s Las Vegas hotel, authorities said.
Las Vegas Metropolitan Police and Clark County Fire Department officials told a news conference that a person died inside the futuristic-looking pickup truck and they were working to get the body out. Seven people nearby had minor injuries and several were taken to a hospital.
The fire in the valet area of the Trump International Hotel Las Vegas was reported at 8:40 a.m., a county spokeswoman said in a statement.
According to a law enforcement official, the truck was rented via the Turo app and appeared to have a load of fireworks. The official spoke on condition of anonymity because they were not authorized to speak publicly.
Law enforcement officials have not ruled out terrorism as a possible motive, a person familiar with the matter said. The person spoke on condition of anonymity because they were not authorized to publicly discuss details of the investigation.
“I know you have a lot of questions,” Jeremy Schwartz, acting special agent in charge for the FBI’s Las Vegas office, told reporters. “We don’t have a lot of answers.”
President Joe Biden was briefed on the explosion. The truck explosion came hours after a driver rammed a truck into a crowd in New Orleans’ famed French Quarter early on New Year’s Day, killing at least 10 people before being shot to death by police.
“The whole Tesla senior team is investigating this matter right now,” Tesla CEO Elon Musk wrote in a statement on X, adding: “We’ve never seen anything like this.”
In Las Vegas, witness Ana Bruce, visiting from Brazil, said she heard three explosions.
“The first one where we saw the fire, the second one, I guess, was the battery or something like that, and the third was the big one that smoked the entire area and was the moment when everyone was told to evacuate and stay away,” Bruce said.
Her travel companion, Alcides Antunes, showed video he took of flames lapping the sides of the silver-colored vehicle.
The 64-story hotel is just off the Las Vegas Strip and across the street from the Fashion Show Las Vegas shopping mall.
Eric Trump, a son of the president-elect and executive vice president of the Trump Organization, posted about the fire on the social media platform X. He praised the fire department and local law enforcement “for their swift response and professionalism.”

RIYADH: A high-level Syrian delegation headed by Foreign Minister Asaad Al-Shibani arrived in Saudi Arabia Wednesday night, the Saudi Press Agency said.

The delegation, which includes Defense Minister Marahf Abu Qasra and Intelligence Chief Anas Khattab, was received by Saudi Deputy FM Waleed Elkhereiji at Riyadh’s King Khalid International Airport.

Al-Shibani, said on X on Monday that he had accepted an invitation from his Saudi counterpart Prince Faisal bin Farhan to visit the Kingdom, in what would be his first foreign trip since the ouster of former president Bashar Assad on Dec. 8.

It follows comments made by Syria’s new leader, Ahmed Al-Sharaa, who said Saudi Arabia had a major role to play in his country’s future during an interview with Al Arabiya, which aired on Sunday.

“Saudi Arabia has a major role in Syria’s future, and I take pride in everything it has done for us,” he said, adding that he spent his early childhood in Riyadh and hoped to visit the city again.

Al-Sharaa also praised recent Saudi statements as “very positive” and commended Riyadh’s efforts toward stabilizing Syria.
