KARACHI: Karachi police have registered a ‘criminal negligence’ case against the city’s main power supply company, K-Electric, and the fire department, after a blaze tore through a shopping mall in the southern Pakistani metropolis on Saturday, killing 11 people.

Such incidents are common in Karachi, the sprawling capital of the southern Sindh province and a city of nearly 15 million people. 

Earlier this year in April, a fire tore through a garment factory killing four firefighters. The flames ripped through the building, eventually causing it to collapse. In August 2021, at least 10 people were killed in a fire at a chemical factory in the same city. In the deadliest such incident, 260 people were killed after being trapped inside a garment factory when a fire broke out in 2012.

In the latest incident, a fire broke out at the multi-story RJ Mall, a commercial high-rise that also houses call centers and software firms.

The police report in the case said substandard materials were used to construct the mall, with builders getting approvals from both K-Electric and the Fire Department despite glaring safety violations.

“The connivance with E-Electric and other organizations, construction of the building against the law and use of substandard material and act of negligence resulted in the loss of precious life and wounding several others” the police report, released to the media on Sunday, said.

“There were no safety equipment and the emergency exit,” the complainant, police officer Sadaruddin Mirani, noted in the report, invoking multiple sections of the Pakistan Penal Code, including 322 (manslaughter) and 436 (mischief by fire or explosive substance with intent to destroy property).

Speaking to reporters outside the mall on Sunday, Zafar Mahesar, the police chief of District East, said an inquiry committee had been formed to investigate the incident.

“The FIR is the first report. We will scrutinize which organizations approved the building and will take action against them. Our aim is to hold individuals accountable for their involvement,” he said.

Caretaker Sindh Chief Minister Maqbool Baqar has ordered a safety audit of commercial buildings, public spaces, and offices in an attempt to address increasing incidents of fires attributed to lapses in the city’s lax inspection system, his office said.

Karachi, Pakistan’s main commercial hub, is home to hundreds of thousands of industrial units and some of the tallest buildings in the South Asian country.

But despite its size, the city has only 22 fire stations, a little over a dozen functional fire tenders, few snorkels, and slightly more than a thousand firefighters, woefully inadequate for a megapolis that sees hundreds of fire incidents annually.

ISLAMABAD: Pakistan’s Prime Minister Shehbaz Sharif has congratulated United Arab Emirates (UAE) President Sheikh Mohamed bin Zayed Al Nahyan for the Gulf country’s achievement of increasing its foreign trade by an impressive 11.2 percent year-on-year during the first half of 2024, noting that it reflects a growing international confidence in its vibrant economy. 

The UAE’s foreign trade reached 1.39 trillion dirhams ($379 billion) during the first half of 2024, official data revealed, reflecting a significant rise in non-oil exports. This totaled 256.4 billion dirhams, up 25 percent from the previous year, according to a statement released by the government. 

Additionally, non-oil exports to the UAE’s top 10 trading partners surged by 33.4 percent, underscoring the country’s growing trade prominence, the Emirates News Agency, also known as WAM, reported on Sunday. 

“I extend my heartfelt congratulations to my brother, His Highness Sheikh Mohamed bin Zayed, on the occasion of the UAE achieving an 11 percent increase in foreign trade, reaching a value of AED 1.39 trillion ($379 billion) during the first half of 2024,” Sharif wrote on social media platform X on Sunday. 

Sharif noted that the UAE has focused on foreign trade as part of its comprehensive economic strategy which has played an effective role in driving industrial growth, enhancing competitiveness and encouraging innovation. 

He credited the UAE president for ensuring the Gulf country emerged as a reliable global trading partner. 

“This impressive economic achievement is attributed to the dynamic leadership of His Highness Mohamed bin Zayed,” Sharif said. “It is a major step forward toward achieving his vision of transforming the UAE into a global trading hub.”

The UAE is Pakistan’s third-largest trading partner after China and the United States. Policymakers in Pakistan consider the Gulf state an optimal export destination due to its geographical proximity, which minimizes transportation and freight costs while facilitating commercial transactions.

The Gulf country is also home to some 1.5 million Pakistani expatriates and the second-largest source of remittances to the South Asian country, after Saudi Arabia.

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) announced that cellular services will remain suspended in Sindh today, Monday, to maintain law and order as thousands of Shiite Muslims are expected to take part in mourning processions across the southern province. 

With the start of the Islamic month of Muharram each year, Shiite Muslims across Pakistan hold gatherings and processions to pay homage to Imam Hussain, the grandson of Prophet Muhammad (Peace Be Upon Him) and his companions. These gatherings varyingly last until the day of his martyrdom, the 10th of Muharram, which is also known as the ‘Day of Ashura.’ Shiite Muslims also hold religious gatherings and processions in many parts of the country on the 40th day after Ashura to pay tribute to Hussain for his devotion to Islam. 

“It is to inform the general public that on the directions of the Ministry of Interior Government of Pakistan, voice and data services will remain suspended in Karachi and interior Sindh including Khairpur, Hyderabad Larkana, Sukkur and Shikarpur on 26 August 2024 with immediate effect,” the PTA said in a press release. 

It added that the decision had been taken to maintain law and order in the province. 

Every year, authorities beef up security and suspend cellular services ahead of Muharram processions in areas that have witnessed sectarian violence in the past. Pakistan has witnessed violent attacks targeting Shiite Muslims in the past that have stoked sectarian tensions in the country. 

In December 2009, a suicide bomber killed 43 people in Karachi during Muharram while in 2012, 23 people were killed in another suicide attack targeting a Muharram procession while 62 were wounded in Pakistan’s garrison city of Rawalpindi.

QUETTA: Police in the southwestern Pakistani province of Balochistan confirmed a militant attack on an army camp late Sunday as a separatist group announced launching an “operation” in which it had ‘infiltrated’ a military camp and taken control of major highways.

Balochistan, which borders Iran and Afghanistan, has been the site of a decades-long separatist insurgency, with ethnic Baloch militants saying they are fighting what they see as the unfair exploitation of the province’s mineral wealth by the federation. The Pakistani state denies the allegations and says it is working to uplift the impoverished province through various development schemes.

On Sunday, the Baloch Liberation Army (BLA), the most prominent of several separatist groups operating in Balochistan, said it had attacked a security forces’ camp in Bela city in Balochistan’s Lasbela District. The camp is located around 515 kilometers from the provincial capital of Quetta. 

The BLA also said it had “taken full control of all major highways across Balochistan, blocking them completely.”

A senior police officer in Bela confirmed the attack on the military camp. 

“Security clearance operation is going on as we can still hear sounds of gunshots and explosions from the camp,” Station House Officer (SHO) Bela Attaullah Jamoot told Arab News.

The army has not yet commented on the attack in Bela. 

Video clips widely shared on social media platforms WhatsApp and X showed a long queue of vehicles lined up on various roads on the key Quetta-Karachi highway in the Kalat and Mastung districts of the province. 

“The situation is not good in Khad Kocha,” Abdul Shakoor, a paramilitary Levies soldier, told Arab News about an area in Masung district, some 67 kilometers from Quetta. “There are reports that armed persons have blocked the highway and they have blown up the Pakistan-Iran railway track near Khad Kocha.”

Shakoor said there was no confirmation as yet of any casualties. 

The latest attacks take place ahead of the 18th anniversary of the killing of Nawab Akbar Khan Bugti, a prominent Baloch politician and tribal chief who was killed in a military operation on Aug. 26, 2006, sparking deadly protests and inflaming the insurgency in Balochistan. 

The impoverished province has seen an uptick in violence in the last few weeks, with separatist groups, mainly the BLA, intensifying attacks in various parts of the province during Independence Day celebrations earlier this month in which at least four people were killed.

Last week, security forces said they had killed three BLA militants during an intelligence-based operation in Mastung.

ISLAMABAD: Prime Minister Shehbaz Sharif on Sunday ordered the information technology (IT) ministry and relevant departments to make all federal government offices paperless by implementing an “e-office” system within a month in order to make official affairs speedy and transparent.

The electronic office, or e-office, refers to an increased use of computer-based information technology in order to reduce complex and lengthy procedures.

Pakistan, which has been embroiled in an economic crisis for the last few years, is currently trying to improve governance and overcome its financial woes through institutional reforms.
In a statement issued from his office, Sharif warned that any delay in implementation of the e-office system in government offices would not be tolerated.

“There should be no file work without e-office in government offices from next month,” he said. “Implementation of e-office is the top priority of the government to speed up the system and bring transparency to it.”

He directed all departments to ensure file work through e-offices within this period.

On the direction of the prime minister, the PM Office staff has already completed the e-office training, according to the statement.

“E-office is an important step toward improving governance and promoting digitization in the country,” Sharif said, directing authorities to submit a report on the progress of the initiative in next two weeks.

Last week, State Minister for IT Shaza Fatima Khawaja said Pakistan had planned to establish a National Digital Commission to ensure digitization of its economy and paperless governance.

“It will not only improve governance and tax collection efficiency, but it will also smoothen the inter-ministerial coordination,” she was quoted as saying by the state media.

The minister said paperless governance was “vital” to speed up government operations and it would help remove procedural bottlenecks.

ISLAMABAD: Pakistan is competing in an international ice hockey tournament being held in Coral Springs, United States, in which the young team this week defeated Brazil after two consecutive losses in its very first appearance in a major contest, Pakistani state media reported on Sunday, citing the US National Hockey League (NHL).
Team Pakistan, a combination of players of Pakistani descent, was hastily put together by Donny Khan, a Pakistani-American and a senior NHL official. The NHL is a highly popular ice hockey league in North America that comprises 32 teams — 25 in the US and 7 in Canada. It has been growing and now teams from all over the world are taking part in it.
Pakistan made its debut this year after Khan worked hard and found 18 players of Pakistani origin from across the US, who are now sporting the national green and white colors and representing Pakistan at the Latin America (LATAM) Cup at the Florida Panthers IceDen in Coral Springs. Umar Khan, a Pakistani-American and a former NHL intern, helped Khan find players through word of mouth and scouring social media.
The tournament features 52 men’s, women’s and youth teams and more than 1,100 players representing 17 countries and territories, including Argentina, Armenia, Brazil, Chile, Colombia, Egypt, Greece, Lebanon, Mexico, Puerto Rico and Venezuela. Pakistan is the latest addition to the tournament.
“Three games at City College and now I’m representing my country [Pakistan]. Ever since I got into (ice) hockey, I’ve been dreaming about bringing it back to Pakistan,” the state-run APP news agency quoted Pakistan defenseman Saem Iftikhar as saying.
Iftikhar, a student at City College in New York, won a berth in the national team after playing just five games.
“I look around and I see Pakistani heritage players,” he said. “This is a dream come true. I think it’s the first step in a much larger operation.”
Pakistan went down fighting to Mexico 6-5 on Thursday and lost the opening match to Chile 8-3 on Wednesday. After the initial losses, the Pakistani team rebounded on Friday to record its first victory in the prestigious tournament, defeating Brazil 5-2, according to the APP report.
Khan said Pakistan’s LATAM Cup debut would not be a one-off thing, and he and other players were already talking about returning with another men’s team, and a women’s team.
“We’re actually in conversations right now with the Winter Sports Federation of Pakistan. We have their official blessing. We’re trying to fully establish ourselves as a club and part of the sports federation of Pakistan,” he was quoted as saying.
“The long-term goal is that we inspire people in Pakistan and eventually have a team Pakistan in the Asia Winter Games and one day, God willing, in the Winter Olympics.”
Umar, who helped Khan form the Pakistan team, said his father always taught him to be “passionate about my heritage.”
“Just being able to represent my father’s country, my grandfather, who came from Lahore in the 1940s, and just to represent them and put it in the game that I love, I was ecstatic about it,” he said.
