War On The Rocks research by T. Negeen Pegahi states in nutshell that Pakistan’s nuclear weapons did not embolden Pakistan as is evidenced by the 1999 Kargil conflict between India and Pakistan in which both sides kept the war localized despite being in possession of nuclear arsenals.
