The Ministry of Haj said here recently that it has uncovered several violations committed by Umrah firms in dealing with operators overseas.
In a circular issued to these firms recently, the ministry said that there would be severe penalties for those who break the country’s rules and regulations.
“No party should violate regulations and laws,” it said in the circular. The ministry said it would gladly explain the country’s legislation to those who need more information.
“The controls put in place by the ministry are applicable to all outside agents. Violators will face penalties in this regard,” it said.
The ministry said it would not endorse any contract presented to it by Umrah firms if it fails to meet the country’s specifications.
The ministry said it has introduced new regulations to organize and regulate the services provided to Umrah pilgrims, in accordance with the aspirations of the government.
The new regulations were circulated to all licensed Umrah service providers and aims to rationalize Umrah procedures, boost services provided and maintain the rights of worshipers in terms of visas granted and packages.
Among the regulations includes the requirement by Umrah companies to provide the government with a SR2 million bank-guaranteed check if they want to operate in the Kingdom.
The ministry would be entitled to withdraw amounts from any party that fails to fulfill its obligations. A withdrawn amount would have to be covered immediately by a violating firm. A guarantee can only be canceled with the permission of the ministry, or when the license ends.
Criteria for granting licenses include financial solvency, efficient management, experience in the field, the number of delays in pilgrims leaving the country and previous sanctions.
Meanwhile the ministry said it expects 6 million Umrah pilgrims this year. It also announced that all preparations have been completed for the guests of God. It said it had taken into account the capacity of the mataf, the circumambulation area around the Kaaba, and space at the two holy mosques.
It said that the expansions at the two holy mosques are the largest in the history of the Kingdom, and is being monitored by Custodian of the Two Holy Mosques King Abdullah.
