RIYADH, 16 May — The Shoura Council passed a bill on new real estate register regulations and submitted it to the Council of Ministers for consideration, according to a top official for city planning at the Ministry of Municipal and Rural Affairs.
The draft bill stipulates that the basis of the registration should be the actual unit of real estate and not the owner or dealer of the unit, said Saleh Al-Hadhloul, undersecretary for city planning at the Ministry of Municipal and Rural Affairs.
The precise details of the real estate unit such as its size, boundaries and other particulars, will be clearly determined with the help of modern surveying techniques. The name of the owner of each real estate will also be noted down in a manner which does not leave room for ambiguity and dispute, Al-Hadhloul said.
The new system, after its approval by the Council, will determine the legal status of each unit of real estate, its claims and liabilities and recorded along with other details.
“Every unit of real estate will be provided with a separate register recording its description and the changes that occur in it,” the official said.
Other features of the new regulation include the protection of the ownership and safety of real estate businessmen. This feature is expected to attract increased investment in the field of real estate which in turn will help in the progress of the national economy.
The register will not include units with disputed or doubtful ownership. In such cases the legitimate rights of the person who applied for registration of the piece will be recorded, he added.
The Ministry of Justice earlier made a CD recording of all the details pertaining to the current title deeds in the Kingdom and deposited two copies outside the Kingdom. They are being updated every six months.
The new register system will replace the current title deeds one year after the bill has been passed by the Council of Ministers, a member of the Shoura Council said earlier.
According to another reliable source the new bill has several other features to ensure protection of public and private ownership.
